Accessibility statement
This accessibility statement applies to the City of Helsinki website titled “Arviointikertomus”. The URL of the website is https://www.arviointikertomus.fi/fi.
The City’s goal
The City of Helsinki’s goal regarding the accessibility of digital services is to achieve at least level AA conformance specified in the Web Content Accessibility Guidelines (WCAG) or a better level, if reasonably achievable.

- The user interface features elements that do not display the keyboard focus indicator when the user browses the site visually without a mouse, using only a keyboard. (2.4.7 Focus Visible)
- The site contains text links where the same text is used to direct the user to different pages. (2.4.4 Link Purpose (In Context))
- The site contains adjacent links where one link is in text format and another is a link icon, and both of them direct the user to the same page. (1.1.1 Non-text Content)
- There are shortcomings in the markup extensions of PDF files. (1.3.1 Info and Relationships)
- There are shortcomings in the machine-readability of PDF files. (1.3.1 Info and Relationships)
- The assessment reports published on the site in PDF format from 2000–2018 and the assessment memos from 2014–2019 do not meet the accessibility requirements.
Correction of failures
The correction of the first two failures is technically challenging. The removal of text links could reduce the site’s usability. The assessment memos in PDF format and the assessment reports from 2000–2018 in PDF format will not be made accessible.
Availability of information in accessible format
The content that remains non-accessible due to the failures specified above can be requested from the administrator of the site.

Preparation of the accessibility statement
This statement was prepared on 14 September 2020 and updated on 30 August 2023.
Accessibility assessment
The protocol and methods of the City of Helsinki that aim to ensure the site’s accessibility in all phases of work have been applied in the assessment of accessibility.
The level of accessibility has been determined programmatically. The programmatic determination has been carried out with the automatic accessibility testing tool provided by Siteimprove.
Updates to the accessibility statement
The accessibility of the site is ensured through continuous supervision whenever the technology or content changes and periodical inspections. This statement will be updated whenever any changes to the site are made or the accessibility of the site is determined.

City of Helsinki and accessibility
The City of Helsinki aims to be an accessible city for everyone. The City’s aim is to provide all of its residents with easy mobility and access to all content and services.
The City promotes the accessibility of digital services by harmonising the publication work and providing its staff with accessibility training.
The sites’ level of accessibility is constantly monitored in connection with the administration of the sites. Any detected failures are addressed immediately. The required changes are carried out as quickly as possible.
Disabled persons and users of assistive technologies
The City provides disabled persons and users of assistive technologies with guidance and support. Support is available on the City of Helsinki guidance site and by phone.
