A smaller proportion of the targets were met than before. 61 per cent of the binding operational targets and 70 per cent of their indicators in the 2025 budget were met.

The goal of the assessment
The assessment examined whether the City has met the binding operational targets set by the City Council in the 2025 budget. As part of its assessment of meeting the targets, the Audit Committee considered whether its assessment was consistent with that in the financial statements.
Conclusions
61 per cent of the binding operational targets and 70 per cent of the indicators in the 2025 budget were met. The Education Division and the Culture and Leisure Division met all of their binding targets, though it should be noted that they only had a total of three of them. All Divisions met at least half of their binding targets. The Audit Committee considered it possible to assess the realisation of all binding targets and indicators. There was also no difference between the assessment included in the financial statements and the assessment of the Audit Committee.
Recommendations of the Audit Committee
The Urban Environment Division must
- present the reasons for the non-achievement of binding operational objectives to the City Council in its reports on unrealised binding operational objectives.
The City Executive Office, divisions and enterprises must
- pay attention to documenting their binding operational objectives in accordance with the guidelines issued.
